A Ugandan prison officer accused of carrying out a deadly shooting at Kiboga Central Prison has been arrested across the border in the Democratic Republic of Congo after weeks on the run, officials said, in a development that could bring a breakthrough in a case that shocked the country’s security services.
Authorities told *Monitor* that the suspect, identified as Moses Anguyo (No. 13544), was apprehended in Aru during a coordinated cross-border operation involving police and prison officers from Arua District.
His arrest follows sustained intelligence tracking that, according to security sources, was aided by information obtained from three of his relatives.
Efforts are now underway to transfer the suspect back to Uganda, where he is expected to face multiple charges linked to the February 23 killings.
The arrest marks a significant turn in a manhunt that began after a shooting at Kiboga Central Prison, where Anguyo allegedly opened fire during what has been described as a routine inspection. The attack left four people dead, including senior prison officials and civilians.

Those killed included Assistant Superintendent of Prisons Hope Catherine, who served as Deputy Officer in Charge; Principal Officer I Bright Akishuri, described as the third-in-command at the facility; Sarah Ayebare, the spouse of the Officer in Charge; and her toddler, Salson Nuwagaba, who was reportedly struck by a stray bullet.
Authorities had earlier announced a Shs10 million bounty for information leading to the suspect’s arrest, underscoring the urgency and seriousness attached to the case.
Preliminary findings suggest the shooting may have stemmed from a dispute at the prison. Investigators say the warder had reportedly been cautioned for using WhatsApp while on duty, in violation of prison regulations. Security sources have also pointed to possible frustration related to career progression as a contributing factor, although inquiries remain ongoing.
During the shooting, three other people were also injured and rushed to Kiboga Hospital for treatment. Frank Baine, the Uganda Prisons Service spokesperson, confirmed the shooting but said he was yet to get full details and identities of the casualties.
“Right now officers are trying to contain the incident. Give me some time to get a full report, but I can confirm that two are dead and three are injured,” Baine told the media. It’s further reported that during the shooting, a child was hit by a stray bullet and also died, hence bringing the number of the deceased to three.

In the immediate aftermath, sources said the suspect fled the scene with a firearm and disappeared into nearby hills, triggering a joint security response. Police, backed by the Uganda People’s Defense Forces, launched a manhunt for the armed suspect, combing surrounding areas and tracking possible escape routes.
Lameck Kigozi, the Wamala Regional Police Spokesperson, said that he is also still gathering information on the shooting.
“The area DPC has rushed to the scene and is waiting for details on the incident,” Kigozi said.
The case has drawn widespread attention in Uganda, raising questions about internal discipline within the prison service and the circumstances that led to one of the deadliest incidents involving a serving officer in recent years.
Authorities have indicated that further details will be released as investigations progress and as the suspect is returned to the country.
