The High Court in Kampala has dismissed with costs a case filed by the opposition National Unity Platform (NUP) in which the party sought to compel the government to release funds under the Interparty Organisation for Dialogue (IPOD) arrangement.
In a detailed ruling, the presiding judge stated that NUP had no legal basis to demand a share of the IPOD funds since the party had consistently kept itself away from the organisation’s activities. The Court emphasized that participation in IPOD was voluntary and that any political party seeking its benefits must have actively engaged in its programs and signed the relevant agreements.
According to the ruling, NUP’s newfound interest in the IPOD funds only surfaced on October 7th, long after the government had already disbursed the funds to parties that were part of the platform. The judge noted that it would be unjustified to compel the government to allocate funds retroactively to a party that had declined to associate itself with IPOD’s processes and objectives.

In an affidavit presented by Mr. Lawrence K. Sserwambala, the Executive Director of IPOD, the government argued that NUP’s claim lacked merit. Mr. Sserwambala explained that since 2021, NUP had received several invitations to join the dialogue framework but had either ignored or publicly rejected them. He further revealed that IPOD records showed no participation or contributions from NUP in any of the meetings, resolutions, or joint initiatives meant to promote multiparty dialogue and national consensus.
“The applicant has on several occasions distanced itself from IPOD and made it clear through public statements that it does not subscribe to the platform’s agenda,” Sserwambala stated. He added that the distribution of funds was strictly guided by the Memorandum of Understanding signed by all participating parties, which NUP had declined to endorse.
The High Court’s decision effectively brings an end to NUP’s efforts to access the IPOD funds—resources that are specifically intended to enhance dialogue, cooperation, and capacity-building among political parties represented in Parliament.
What is IPOD?
The Interparty Organisation for Dialogue (IPOD) is a collaborative platform that brings together political parties with parliamentary representation to deliberate on national governance and policy issues. The funding for IPOD activities is channeled through the National Consultative Forum for Political Parties and Organisations (NCF). Only parties that actively participate in IPOD activities and sign the Memorandum of Understanding qualify to receive financial support.
Currently, the National Resistance Movement (NRM), Forum for Democratic Change (FDC), Democratic Party (DP), Uganda People’s Congress (UPC), and Justice Forum (JEEMA) are the active IPOD members. The National Unity Platform has, since 2021, declined to sign the MoU or attend any IPOD engagements, which has ultimately led to its exclusion from the funding framework.
