A disturbing incident has shaken the Naguru Police Barracks, where a police officer was shot and killed by his colleague following a dispute over a debt of just Shs.100,000 (approximately $26 USD). The shooting occurred inside Block D of the barracks, widely known as “John Kisembo’s Block.”

The murdered officer has been identified as Muhangi Arthur, a member of the Counter-Terrorism (CT) Tourism Unit and reportedly part of the 22nd police intake. According to eyewitnesses and preliminary accounts, the two officers were roommates. A disagreement over the unpaid debt escalated into a heated confrontation that ended in tragedy.

In a moment of rage, the suspected officer, whose identity has not yet been officially confirmed, allegedly drew his firearm and shot Arthur at close range. He then fled the scene, sending shockwaves through the barracks as fellow officers and residents struggled to comprehend what had just occurred.

Witnesses reported hearing gunfire from Block D, shortly followed by the sight of the suspected shooter escaping on foot. By the time emergency responders arrived, Arthur had already succumbed to his injuries.

The killing has sent ripples of grief and disbelief through the Uganda Police Force and the wider public. Many are struggling to grasp how a relatively minor financial dispute could spiral into such a senseless and irreversible act of violence.

While an official statement from police authorities is still pending, investigations are underway to locate and apprehend the suspect and to establish the full circumstances of the shooting. Colleagues described Arthur as a calm, disciplined, and dedicated officer—traits that have made his sudden and violent death all the more devastating.
