Former Deputy Kampala Resident City Commissioner (DRCC) overseeing Rubaga Division, Herbert Anderson Burora, has stirred controversy by alleging an attempted kidnapping at Kumi Hotel. Burora has pointed fingers at Speaker of Parliament, Anita Among, though this publication could not independently confirm the claim.
In a statement released on X, Burora not only accused the Speaker of Parliament of orchestrating the alleged plot but also lambasted her for what he perceives as human rights violations. “Holding a high-ranking position doesn’t grant immunity to trample upon human rights,” he asserted.
Moreover, Burora denounced the treatment of citizens, condemning the situation where people are rendered refugees in their own nation, constantly on the run. “Forcing citizens into perpetual displacement within their own towns is unacceptable,” he remarked.
Having served as DRCC in charge of Rubaga Division, Burora expressed resilience in the face of the purported harassment. “You’ve made your bed; now peacefully lie in it,” he retorted.
The allegation arises amidst a public spat between Burora and Speaker Among, which has spilled onto social media platforms. Prior to his suspension, Burora had been vocal about the Speaker’s purported extravagant spending, airing his grievances on various online platforms. Discussions surrounding the Speaker’s financial practices have dominated social media discourse for over a fortnight.
Sources suggest that Speaker Among recently met with President Museveni, possibly discussing Burora’s persistent criticisms of her and Parliament. Following his suspension announcement, Burora cryptically hinted at the alleged kidnapping on his social media channels.
The Deputy Kampala Resident City Commissioner (DRCC) plays a pivotal role in the governance and administration of Kampala, Uganda’s capital city. Tasked with overseeing specific divisions within Kampala, such as Rubaga Division in the case of Herbert Anderson Burora, the DRCC acts as a key liaison between the central government and local authorities.
One of the primary responsibilities of the DRCC is to ensure the effective implementation of government policies, programs, and directives within their designated division. This involves coordinating with various government agencies, local leaders, and community stakeholders to address issues such as infrastructure development, public services delivery, and social welfare programs.
Additionally, the DRCC is entrusted with maintaining law and order within their jurisdiction, working closely with law enforcement agencies to address security concerns and prevent crime. They often play a crucial role in overseeing public events, managing emergency situations, and enforcing regulations to promote public safety.
Moreover, the DRCC serves as a representative of the central government, acting as a point of contact for citizens to voice their concerns, seek assistance, or access government services. They are expected to engage with the local community, listen to their needs, and advocate for their interests at higher levels of government.
In essence, the role of the Deputy Kampala Resident City Commissioner is multifaceted, encompassing aspects of governance, administration, security, and community engagement. By effectively fulfilling their duties, DRCCs contribute to the overall development and well-being of Kampala and its residents.
