Former IGP Kale Kayihura Survives Assassination In Broad Daylight

The former Inspector General of Police Gen Kale Kayihura survived an assassination plot by hardliner muslims of the Tablic sect in Uganda.

This was disclosed by the Office of the Director of Public Prosecutions (ODPP) after entering into a plea bargain agreement with four accused persons, Okuku Sadam Umalu, Osinya Colline, Ojambo Joseph and Lwanga Abudala indicted with theft and two counts of conspiracy to murder at the International Crimes Division of the High Court.

Between May and June 2016, two AK-47 rifles with 60 rounds of live ammunition were stolen by the accused from Nakudi Police Post in Namayingo District, eastern Uganda.A gunshot was heard at a resident’s home in Sirowa Village in Namayingo, and the police conducted an operation that led to the arrest of Okuku and his accomplices.

“Upon interrogation, they confessed to stealing the guns to rob people and to kill those who were disturbing the Muslims of the Tabliq sect or frustrating their mission, including the then IGP Kale Kayihura, Captain Okumu DPC Namayingo, and the RDC,” said the ODPP.

At the time, Kayihura had intensified security operations aimed at apprehending suspected Allied Democratic Forces (ADF) terrorists operating in the country following the assassination of prosecutor Joan Kagezi on March 30, 2015.

John Kibuuka, John Masajjage, Dan Kisekka and Nasur Abdullah who had been on the run and in hiding since March 30, 2015 when Kagezi was gunned down in Kiwatule, Kampala as she stepped out of her car buy fruits from a roadside stall, were last year arrested and remanded to Luzira Prison on charges of murder.

Gen Kayihura was later removed from the position of IGP before being charged with abetting illegal repatriation of Rwanda refugees. The charges were recently dropped by the court martial.The mysterious murders carried out in the districts of Namayingo,  Bugiri and Mayuge in 2015, compelled President Museveni to visit the affected areas.

The President made impromptu visits to the scenes of murder in Namayingo where Okware Tito, who served as the publicity secretary for NRM party was shot dead by three gunmen at his home in Namayingo Township and in Mayuge where Sheikh Daktur Kadhir Muwaya the leader of the Shia Muslim community and a prominent member of the ruling NRM was killed.

The ODPP last night said the criminals who operated in Namayingo also confessed to stealing a gun from a policeman in 2015 and using it in several failed and successful robberies.

“Today, the accused opted for a plea bargain arrangement, pleaded guilty to the charges and were accordingly sentenced by Justice Andrew Bashaija to eight years’ imprisonment in respect of each count, to run concurrently,” said the ODPP.
